The Taiwan Institute for Sustainable Energy (TAISE) and the Telecommunications and Transportation Foundation (TTF) joined forces November 7, at the Evergreen International Convention Center, to jointly host the Fifth Annual 2018 International Green and Smart Mobility Forum. The Opening Ceremonies for the Forum were presided over by TAISE and TTF Chairman, Ambassador Eugene Chien, along with Commissioner of National Communications Commission (NCC), Ms. Ting-I Chan, Political Deputy Minister of Ministry of Transportation and Communications, Mr. Guo-Cai Wang, and FarEast Telecommunications FETNET Executive Vice President of Network & Technology Division, Mr. Herman Rao, to speak at the event. The theme of the Forum was “Deploying Smart Transportation Architecture and Infrastructure to Create Sustainable City Development”, with participation from leading domestic and international experts and scholars participating in the discussions among the more then 160 representatives present from the Department of Industrial Technology, MOEA, the MOTC Science and Technology Advisors Office, the Institute for Information Industry (III), Soochow University, Photic Electronics, THI Consultants Inc., Gogoro, 7Starlake, FETC, FET, Ericsson and Nokia, aspiring to assist Taiwan in mobilizing toward our common goal and vision for Sustainable Smart Cities.

Ambassador Eugene Chien remarked that as the era of global low carbon emissions arrives, gas guzzlers and diesel vehicles will be abandoned, while electric vehicles and autonomous vehicles will emerge as a trend. Besides their being potentially safer means of transport, electric autonomous vehicles can deploy Big Data analysis for optimal performance, calculating algorithms for the quickest routes, enhancing vehicle efficiency and reducing vehicle carbon emissions. Ambassador Chien went even further to forecast that autonomous vehicles and the Internet of Vehicles will transform and overturn the automotive industry and the existing transport management modes. As the 5G net will transmit over 10 times faster than the 4G internet, the onset of the three major strengths of 5G in High Reliability, Ultra-Low Latency, and High Resilience, for Communications Service Providers (CSP) will mean: the “Far Eastern Group 5G Vanguard Team” formation, to lead future vehicle driver safety, Big Data computation and management fields, in conjunction with autonomous vehicles (AV), to create the completely new future vehicle market. Taiwan is blessed with ICT production, research and development capabilities, and a replete supply chain, so 5G Internet of Vehicles applications will no doubt create tremendous accelerated opportunities for growth. This Forum emphasized discussion of domestic vehicle driver and smart transportation infrastructure architecture and construction results and developments, examining government efforts and related industries’ importance placed on these fields and massive investments. The aim was to view the trend from the regulatory environment, technical side, and required hardware, to allow for sharing and exchange among industry, government, academia and research sectors, aiding Taiwan industry to enjoy international harmonization, while concomitantly reducing carbon emissions, and advancing environmental sustainability issues integrated into industry future development blueprints.

Eugene Chien.The Commissioner of National Communications Commission (NCC), Ms. Ting-I Chan, expressed the Commission support for smart cities, the Internet of Vehicles, and 5G vertically integrated applications as playing critical roles for the future, while at present realizing experimental approaches to innovation applications and test-bed platforms able to pragmatically assist competent authorities to undertake development of 5G vertically integrated applications, through assiduously empowering all government agencies to create innovative application development favorable regulatory adjustments. These include establishing the Internet of Vehicle applications, technologies and development, as well as exploring future inchoate operational modalities, so as to promote more vehicle related industry innovative new business modalities for potential market penetration, creating a favorable and amenable development environment, to aid Taiwan’s vehicle industry to enjoy international harmonization, thereby increasing the standard of living of our citizenry, promoting business investment, and stimulating sustainable economic development.
In his remarks, the Political Deputy Minister of Ministry of Transportation and Communications, Mr. Guo-Cai Wang, said that in 2016 the Ministry began a four year project, the Smart Transportation Plan, to assiduously promote smart car (moped) vehicle safety R&D, smart intersection and road safety planning, and to integrate private tour bus operations into the highway transportation vehicle data dynamic information system, to permit real-time vehicle transport information. Among the public policy goals for smart transportation will be enhancement of transport safety and reduction of vehicle incidents and accidents, and for moped incidents as an example, there are an annual 2,000 fatalities, and nearly 65% of our drivers operate mopeds. Presently, we are already researching, developing and testing Vehicle-to-Vehicle (V2V) and moped and Vehicle to Internet (V2I) communication equipment, ability to determine vehicle forward traffic status, such as whether the road ahead has an intersection has intersecting traffic, pedestrians crossing the street, or other vehicle driver warnings, to avoid intersection collisions and reduce vehicle accident mortality.
Future Smart Transportation will trend toward integration of transportation information and the communications industry, aiming for transportation providing greater environmental protection, convenience and safety.
FarEast Telecommunications FETNET Executive Vice President of Network & Technology Division, Mr. Herman Rao, noted that in the past two years, their 5G Research Office has accumulated technological expertise, in conjunction with the Industrial Technology Research Institute (ITRI), Telefonaktiebolaget L. M. Ericsson, and Taiwan domestic small cell tower provider Smallcell, to create a partnership collaboration for their “FarEast 5G Vanguard Team”, focusing on the Internet of Vehicles, working wholeheartedly for the relevant technology and business model development, to achieve Taiwan’s strongest Internet of Vehicles applications and projects provider, stimulating industrial development, and giving their best for the development of Taiwan’s green Smart Transportation.This Forum was guided by the Ministry of Transportation and Communications (MOTC) along with the Ministry of Economic Affairs (MOEA), Taiwan, in conjunction with the Intelligent Transportation Society of Taiwan (ITS), the Taiwan Telematics Industry Association (TTIA), Far East Toll Collection FETC, and Far East Telecommunications (FET), with Chief Ta-Sheng Luo, Department of Industrial Technology, MOEA, as well as FETC Executive Chairman and CEO Yung-Chang Chang, and Chee Ching, Chief Transformation Officer of FET, speaking, respectively, on the three topics of “Regulatory Dimension Approach to Future Smart Transportation”, “Smart Transportation Infrastructure Development and Promotion of Smart Cities” and “5G and Autonomous Unmanned Technology Discussion”, among ten specialized presentations covering diverse fields for extensive content consideration and interlocution. Among the attendee scholars and experts, there were calls for Taiwan to speedily adopt a comprehensive Regulatory Sandbox, permitting more innovation efforts and endeavors, diverse thought, timetable establishment, assistance to applicants in various phases of testing, technological applications and operating modalities, allowing the populace, enterprises, and government to enjoy win-win-win relations to create and share in the next generation and new world of Green Smart Transportation.
